Byline: Faraz Anjum Pakistan and the United States (U.S.) of America have a long and chequered history of foreign relations. Human rights have, however, played only a minor and selective role in the relations between the two countries. The U.S. State Department submits Country Reports of Human Rights Practices to the Congressional Committees on Foreign Relations every year. 1 These reports record human rights conditions prevailing in more than hundred countries of the world. Pakistan is included in these reports and generally 20 to 40 pages are devoted to the state of human rights in Pakistan. Primarily concerned with these Reports, the present study seeks to examine how the U.S. perceives the human rights in Pakistan, particularly the rights of women and children. The main focus is on the decade of 1990 as human rights gained much importance after the end of the Cold War.
